Athletes: IPC-recognized impairments, 6+ months activity (with exceptions), clean record, eligible sport; Clubs: VO, AIMS, MBR & SportMalta compliant and provide para sport training

Must be compliant with VO Commissioner and AIMS; events must involve foreign participants; Scheme 1: for bidding support; Scheme 2: for bed-night generation; overestimating by 20%+ may disqualify future participation.
Organisation must be enrolled with and compliant to the Commissioner for Voluntary Organisations and AIMS; organise or participate in national championships; have no public funding for the event; no pending dues to SportMalta.
Current national-level athlete in an individual sport; must be endorsed by NSO and employer; assessed by MOC based on performance, competition level, and training schedule.
Public service or public sector employees who are national-level athletes; must have endorsement from employer and NSO; evaluated by MOC Interview Board; based on performance, international ranking, and potential.
Clubs must be registered VOs and provide basic infrastructure (electrical & plumbing) as agreed with Water Services Corporation (WSC).
