Applicants must be natural persons, businesses, or NGOs. Vehicles must be new and registered in Malta from January 1, 2025.
New Petrol-Powered Motorcycles – 2026
Purchase & register new petrol-powered Category L vehicle from 1 April 2025; No previous petrol motorcycle grant from 2021–2025; Optional scrappage bonus
Application requirements:
• VEH-070 form
• IBAN proof
• Scrappage documentation if applicable
Retrofitting of Battery Electric Powertrains on Motor Vehicles – 2026
Retrofitted with approved battery electric powertrain; technical proposal signed by warranted engineers; compliance with De Minimis State Aid rules
Application requirements:
• VEH-048 form
• State Aid Declaration (VEH-071) if applicable
Retrofitting of Photovoltaic Panels on Passenger Transport Vehicles – 2026
Retrofit with certified photovoltaic panels on minibuses, buses, coaches, trucks, semitrailers, trailers; use certified installers; comply with De Minimis rules
Application requirements:
• VEH-072 form
• State Aid Declaration (VEH-071) if applicable
New Wheelchair Accessible Vehicles – 2026
Purchase & register new accessible vehicle; scrap ≥10-year-old vehicle from applicant’s name; scrapped at authorised facility in 2025/26
Application requirements:
• VEH-053 form
• State Aid Declaration (VEH-071) if applicable
Use of LPG as Fuel for Vehicles – 2026
Vehicle retrofitted to LPG by certified installer; Categories M1–M3 or N1–N3; includes private and commercial vehicles
Application requirements:
• VEH-060 form
• State Aid Declaration (VEH-071) if applicable
Used Electric Vehicles – 2026
Used EV never registered in Malta, from EU/UK/Channel Islands etc.; scrappage of ICE vehicle ≥10 years old in applicant’s name (optional)
Application requirements:
• VEH-077 form
• State Aid Declaration (VEH-071)
E-Kickscooters – 2026
Resident in Malta, owner of new e-kickscooter, registered after 01/01/2025
Application requirements:
• Completed VEH-078 form
• Ownership certificate
• Proof of IBAN in applicant or spouse’s name
Driving Licence Surrender Scheme
Individuals not older than 30 years, being a resident of Malta for at least 7 years, shall possess a Category B license and applicant shall not have a driving licence from a Non-EU country.
Application requirements:
To return driving licence to Transport Malta; Commit not to request the issuance of a new driving licence for a period of five (5) years after the date of surrender.
